The Metropolitan Charter of Nashville and Davidson County permits expansion of the Urban Services District (USD) if it is determined that the area to be added is in need of the additional urban services. Services must be able to be provided within a reasonable time, which cannot be greater than one year after the taxes in the new area become due.
A Plan of Services is to be prepared, including a description of the services to be provided. These services include trash collection, recycling collection and street lighting. In most parts of the County police and fire protection is provided with the same response time regardless of USD or GSD status. However, it will provide for increased fire protection and police protection in outlying areas.
The Planning Commission is required to consider and make a recommendation on a Plan of Services for the expansion area to the Metro Council. The Metro Council considers the expansion of the USD boundaries proposal by ordinance with three readings.
